MEETING MINUTES OF MARCH 9, 2009
A work session of the Fruitport Charter Township Board began at 6:30 p.m. on Monday, March 9, 2009, in the township board room.
Members Present: Brian Werschem, Supervisor; Rose Dillon, Treasurer; Carol Hulka, Clerk; Trustees: Ron Becklin, Daved Markgraf, and Marjorie Nash. Members Absent: Trustee Chuck Whitlow
At 7:00 p.m., Supervisor Werschem opened the meeting with the Pledge of Allegiance and a prayer.

The board meeting minutes of February 23, 2009—regular meeting—were approved as presented.
The motion by Rose Dillon supported by Ron Becklin, was carried unanimously, to approve the board meeting agenda of March 9, 2009, with the following corrections and addition:
- Agenda Item: Selling of old utility truck to selling of a 1991 Ford Ranger
- Agenda Item: Public Hearing for proposed township budgets—ADD: millage rate proposed
- Addition: Resolution regarding the Insurance Code, pertaining to escrowing of insurance.

Two township children, Mackenzie and Dustin Captain, died in a fire on February 12, 2009. Money that was received to help pay for cemetery expenses is as follows: $384.00 from the State, $216.00 from Fruitport Lions, $100.00 from Fruitport Fire Department, $100.00 from Steel Designs/David Markgraf, and $100.00 from Sieplinga Automotive.
Muskegon County Chapter of Michigan Townships Association will meet at Egelston Township on March 30th. All township officials in Muskegon County are invited to attend.
PUBLIC COMMENTS --
A township resident presented pictures showing severe road conditions on his road, E Porter Road. Many residents living on DeVowe Road, White Road, Spruce Street, and Haight Street expressed their concerns regarding their road being a private road and the maintaining of their roads.

09-32 Schedule of Board Meeting Dates for 2009-2010
The motion by Rose Dillon, seconded by Dave Markgraf, was carried unanimously, to adopt the board meeting dates for 2009-2010. Two board meetings will be cancelled due to conflicting holidays—May 25 and December 28
09-33 2009 Muskegon County Drain Spray Program
Dave Markgraf moved, Carol Hulka seconded, MOTION CARRIED, to participate in the 2009 Drain Maintenance Spray Program in the amount of $300.00

09-34 Charitable Gaming License for Volunteers for Muskegon City Animal Control
The motion by Rose Dillon, seconded by Marjorie Nash, was, carried unanimously, to adopt the resolution for a Charitable Gaming License, which is requested from volunteers for Muskegon City Animal Control.
09-35 Purchase of New Utility Truck
Marjorie Nash moved, Ron Becklin seconded, MOTION CARRIED, to purchase a utility vehicle—a 2009 Chevy Sierra--at the cost of $27,298.

09-36 Selling of Old Utility Truck
Rose Dillon moved, Dave Markgraf seconded, MOTION CARRIED, to authorize the sale of a utility vehicle—a 1991 Ford Ranger—through the bidding process.

09-37 Budget AdjustmentsThe motion by Rose Dillon, seconded by Carol Hulka was carried unanimously, to approve budget line item adjustments as presented.
09-38 2009-2010 Financial Institutions for Investment and Operating Purposes
The motion by Dave Markgraf, seconded by Brian Werschem, was carried unanimously, to adopt a resolution which lists 2009-2010 financial institutions that have been used for investment and operational purposes. The motion also includes amending the resolution to place Comerica Bank on the list.
09-39 Resolution—Insurance Code of 1956, pertaining to the Escrowing of Insurance
Supervisor Werschem discussed a resolution pertaining to Section 2845 of the Insurance Code of 1956, where in certain circumstances, a portion of insurance proceeds due is put into an escrow account because of a fire or explosion. This matter is tabled.
09-40 Public Hearing—Proposed Township Budgets for 2009-2010
(a.) A motion by Rose Dillon, seconded, by Marjorie Nash , was carried unanimously, to open the budget public hearing and Truth-In-Taxation hearing at 8:55 p.m. The Supervisor announced that the millage rate proposed will be at the same level as last year--.9965
Budget discussion was heard.
Final adoption of the 2009-2010 township budgets will be done at the next meeting on March 23rd
(b.) A motion by Ron Becklin, seconded by Dave Markgraf, was carried unanimously, to close the public hearing at 9:03 p.m. and return to public session.
09-41 Payment of Bills
Dave Markgraf moved, Marjorie Nash seconded, MOTION CARRIED, to approve the bills for payment in the following amounts: General Fund $23,168.74 Public Safety $40,542.87; Water $11,935.07; Sewer $9,131.40; Parks $423.37 Totaling $85,201.45
