PROPOSED MEETING MINUTES OF JUNE 22, 2009
A work session of the Fruitport Charter Township Board began at 6:30 p.m. on Monday, June 22, 2009, in the township board room.
Members Present: Brian Werschem, Supervisor; Rose Dillon, Treasurer; Carol Hulka, Clerk; Trustees: Ron Becklin, Daved Markgraf, Marjorie Nash and Chuck Whitlow. Members Absent: None
At 7:00 p.m., Supervisor Werschem opened the meeting with the Pledge of Allegiance and a prayer.
Also Present: 1- township resident, 3-employees, 1-planning commissioner, and Attorney Ron Bultje
The board meeting minutes of June 8, 2009—regular meeting—were approved as presented.
The motion by Dave Markgraf, seconded by Rose Dillon, was carried unanimously, to approve the board meeting agenda of June 22, 2009, with the following correction: Move agenda item No. 05a (Discussion of E. Pontaluna Project) to No. 06a (under Unfinished Business).

09-78 East Pontaluna Project
Chuck Whitlow moved, Dave Markgraf seconded, MOTION CARRIED, to authorize Scholten Fant to review the necessary paperwork regarding selling of the house and five acres on East Pontaluna that the Township is purchasing through the Counties foreclosure process.

09-79 Resolution #1 – Private Road Maintenance on DeVowe Street
Chuck Whitlow moved, Ron Becklin seconded, MOTION CARRIED, to adopt Resolution #1, which acknowledges that a petition has been filed for annual road maintenance on DeVowe Street, and tentatively establishes a special assessment district.

09-80 Resolution #2 – Private Road Maintenance on DeVowe Street
Dave Markgraf moved, Marjorie Nash seconded, MOTION CARRIED, to adopt Resolution #2, which sets the hearing date on the creation of a special assessment district for annual road maintenance on DeVowe Street. The hearing of necessity will take place at the board meeting on Monday, July 27, 2009 at 7:00 p.m.

09-85 Agreement for Private Road Maintenance with Muskegon County Road Commission
The motion by Dave Markgraf, seconded by Brian Werschem, was carried unanimously, to table this matter.
NEW BUSINESS
09-86 Discontinue use of Pagers in DPW
Dave Markgraf moved, Chuck Whitlow seconded, MOTION CARRIED, to eliminate the use of pagers currently in use by all DPW field employees, to reimburse each field employee a $20.00 stipend per month for personal cell phones to be used as emergency contact , and each employee is to be required to carry and answer their phone at all times. Also, to authorize the Township Supervisor to sign a letter of understanding between the Township and the DPW Union Local 517M in regards to cell phone emergency use. This matter was recommended by the DPW Committee.

09-87 Debt Consolidation / Refinancing
Chuck Whitlow moved, Dave Markgraf seconded, MOTION CARRIED, to authorize our attorney to proceed with Shelby State Bank loan process. Three loan quotes were received with Shelby State Bank being the low bidder.
The purpose of the loan is as follows:
$348,000 to purchase a new fire truck and refinance an existing truck from Fifth Third Bank.
$192, 000 for the refinance of two land contracts on real estate located on Airline Road

09-88 Formation of Facilities Committee
The motion by Dave Markgraf, seconded by Rose Dillon, was carried unanimously, to authorize the Supervisor to appoint a facilities committee to investigate the cost of keeping the present township hall running verses building a new township hall.
09-89 Budget Amendments
Rose Dillon moved, Carol Hulka seconded, MOTION CARRIED, to amend budget line item amendments, as presented.

09-90 Payment of Bills
Marjorie Nash moved, Ron Becklin seconded, MOTION CARRIED, to approve the bills for payment in the following amounts: General Fund 4422.81$; Public Safety $9,383.90; Water $23,368.97; Sewer $3,349.69; Parks $439.82 Totaling $ 40,965.19
